Run the audit before you write anything
Complete the Discovery Findings tab first. A proposal built on real findings about their site closes; a generic capabilities deck does not. Everything else in the document should trace back to something you found here.
Set scope and exclusions together
Work through the Scope of Work tab including the Out of Scope rows. Most SEO engagements sour over who was supposed to implement the fixes, not over the strategy, so the Responsibility column matters as much as the activity list.
Build three tiers, sell the middle one
Most buyers pick the middle option, so construct the Growth tier as the engagement you actually want to run. Price the Essential tier so it is genuinely viable and the Enterprise tier so it anchors the range.
Show your ROI assumptions
Fill the assumptions block and leave it visible in the client-facing version, along with the risks section. A projection with stated assumptions survives a CFO's scrutiny; a bare number reads as a sales fiction to anyone senior.

The proposal itself should be readable in about ten minutes. Attach the full audit as an appendix rather than making it the proposal. Buyers who need detail will open the appendix; the decision-maker who signs usually reads the summary, the scope, and the price, and a 40-page document reduces the chance they read any of it.
How much should I charge for SEO services?

Because ambiguity about responsibility is the most common cause of a soured retainer. If the client assumes you will implement the technical fixes in their codebase and you assumed their developers would, you will discover the gap in month three when nothing has shipped. Three tiers rather than one price. A single number invites a yes-or-no decision and a negotiation on price; three tiers change the question to which option rather than whether. Should I give the proposal an expiry date?
