How to Use This Template
Establish the baseline before the goals
Fill the Current State tab first, including the constraints section. A goal set without a baseline is a wish, and you will have nothing to report against in six months.
Translate business objectives, do not invent SEO ones
Start each row in the Goals tab with a business objective, then derive the SEO goal from it. Pick one primary KPI as the tiebreaker β traffic, rankings, and conversions will eventually conflict, and you want that resolved in advance.
Choose fewer initiatives than feel comfortable
Score tactics on impact, effort, and confidence, then draw a line. Everything below it goes in the roadmap as Not this year. Four initiatives done properly beat twelve started, and writing down the exclusions is what makes that real.
Set review triggers, not just review dates
The Measurement Plan tab ends with seven triggers β thresholds that mean the strategy changes, such as flat organic clicks at month six. A trigger turns a status meeting into a decision point.

What is an SEO strategy?
An SEO strategy is a written statement of what organic search is supposed to achieve for the business, what you will do to achieve it, what you are deliberately not doing, and how you will know whether it worked. It is distinct from an SEO plan or checklist: a plan lists tasks, a strategy explains the reasoning that makes those tasks the right ones and makes the trade-offs explicit.
What should an SEO strategy document include?
Goals tied to business objectives with named owners, a current-state baseline, an honest list of constraints, competitive positioning, a keyword and topic thesis, prioritised tactics, a time-bound roadmap, and a measurement plan. This template has a tab for each. The two most commonly omitted are constraints and review triggers, and they are the two that most often determine whether the strategy survives contact with reality.
How do I set realistic SEO goals?
Start from the baseline, not from a desired number. Record current clicks, conversions, and rankings in the Current State tab, then set targets as a multiple of that with a stated confidence level. Every goal in this template has a Confidence column for exactly this reason β a target you rate Low confidence is a target you should be discussing with your sponsor now rather than defending in month nine.
How long should an SEO strategy cover?
Twelve months, reviewed quarterly. Shorter than that and you cannot include content-driven growth, which typically takes 6 to 12 months to compound. Longer and the competitive and algorithmic assumptions stop being credible. The roadmap tab is structured as four quarterly themes so the annual view and the quarterly review are the same document.
Why does this template ask about constraints?
Because most SEO strategies fail on constraints rather than on tactics. Development capacity, content budget, legal or brand approval cycles, and CMS limitations determine what can actually ship. Writing them down with a severity rating turns them from excuses discovered in month four into risks that a sponsor can act on in month one.
What is the difference between an SEO strategy and an SEO roadmap?
The strategy explains why; the roadmap sequences what and when. The roadmap is one tab inside the strategy here, because a roadmap without the reasoning behind it gets reshuffled the first time someone senior has a different opinion. If you only maintain one artifact, maintain the strategy and regenerate the roadmap from it.
Should I plan around topic clusters or individual keywords?
Clusters. The Keyword & Topic Strategy tab plans a pillar page plus supporting pages that interlink, because a connected cluster consistently outperforms the same number of unconnected posts. Individual keywords still matter for tracking and for assigning a primary target to each URL, which is what prevents cannibalisation, but they are not the right unit for planning.
What KPIs should an SEO strategy track?
This template defines twelve: organic clicks, non-branded clicks, organic conversions, organic revenue, keywords in the top 3 and top 10, share of voice, indexed pages, Core Web Vitals pass rate, referring domains, AI answer citations, and content velocity. Non-branded clicks is the one most often missing, and it matters because brand growth from other channels can mask complete organic stagnation.
How do I choose one primary KPI?
Pick the one you would defend if the others moved the wrong way. If organic conversions rise while total traffic falls, is that a success? If you know the answer in advance, you have your primary KPI. Deciding this before the numbers arrive prevents the retrospective goalpost-moving that erodes trust in SEO reporting.
What is a review trigger and why does the template use them?
A review trigger is a threshold that means the strategy changes, rather than a date when you look at it. 'If organic clicks are flat versus baseline at month six, we revisit the content thesis' is a trigger. The Measurement Plan tab defines seven, covering flat traffic, stalled rankings, undelivered technical fixes, content velocity shortfalls, conversion drops, core update volatility, and competitor overtakes.
Should an SEO strategy include AI search and LLM visibility?
In 2026, yes. The Channel Tactics tab includes an AI Search section covering citation in AI Overviews and LLM answers, structured summaries and llms.txt, and presence on the sources LLMs cite most. The Measurement Plan tracks AI answer citations as a monthly KPI, because an increasing share of discovery now ends without a click to your site at all.
